The potential to be developed in Batam Island, must satisfy the "Negative List" requirement (namely, Industry that may not take place in Batam Island). And decision of the Chairman of Batam Island Industry regional development Authority No. 045/AP-KPTS/IV/1990, regulating the king of industries area not promoted in Batam Island.
According to provision above industry recommended to be developed at Batam Island must satisfy requirements as follows :

    * Light Industry, medium and heavy industry oriented to export
    * Capital Intensive
    * Utilizing Experts
    * Law Water Consumption level
    * Using intermediate until high technology
    * Does not cause pollution

While industries which are not promoted and not recommended area industries that :

    * Capital Intensive/Dense Capital
    * Ship building dock
    * Wood, furniture from rattan and wood processing
    * Chemical
    * Garment
